KDSP II Implementation Workshop
The Kenya Devolution Support Programme Phase II (KDSP II) is a World Bank funded performance for results programme aimed at strengthening devolution in the county governments.
The Kilifi County KDSP II implementation unit is currently attending an Implementation Workshop conducted by the National Programme Coordinating Unit. The workshops is a critical forum designed to assess the progress and effectiveness of the County Programme Implementation Unit (CPIU) in managing the program at the county level. The workshop is organized by the KDSP II National Programme Coordinating Office and serves as a platform to evaluate the county’s compliance with the key requirements necessary to qualify for Level II funding under the program.
Kilifi County, like other participating counties, is working towards securing up to KES 390 million in funding, contingent upon meeting specific performance benchmarks. The workshop will provide an opportunity for a comprehensive review of the county’s progress, highlight achievements, identify challenges, and propose actionable solutions to enhance implementation.
The workshop will focus on the Key Result Areas (KRAs) of the program, which include:
- Sustainable Financing and Expenditure Management – Assessing the county’s ability to manage its resources efficiently, enhance revenue collection, and ensure fiscal sustainability.
- Intergovernmental Coordination, Institutional Performance, and Human Resource Management – Evaluating the county’s efforts in fostering collaboration with national government agencies, improving institutional structures, and strengthening human resource capacity for effective service delivery.
- Oversight, Participation, and Accountability
- Strengthening public participation mechanisms to ensure citizen engagement in policy and decision-making processes.
- Enhancing oversight functions through robust monitoring and evaluation frameworks, ensuring accountability in public resource utilization.
- Promoting transparency and good governance by fostering open data access, independent audits, and responsiveness to public concerns.
- Empowering county assemblies, civil society organizations (CSOs), and other oversight bodies to hold the executive accountable for service delivery.
Kilifi County’s Progress
- Kilifi County’s CPIU has been implementing KDSP II since its official launch on 15th June 2024. Over this period, the county has worked to align its financial, governance, and oversight mechanisms with the program’s objectives. This workshop will serve as a critical review of its efforts, ensuring that Kilifi County remains on track to meet the required performance standards and fully leverage the benefits of KDSP II funding.
